Annoying Banner

Summons a Banner at the target location. The Banner has 92 Health and 100 Armor, remains on the battlefield for up to 10 seconds, and every 1.5 seconds emits an annoying sound that deals 100% Damage and forces nearby enemies to attack the banner.
